The Upper East Regional Minister Hon. Stephen Yakubu has charged The Municipal/District Chief Executives (MDCEs) and the Municipal/District Co-oordinators Director (MDCDs) of all the fifteen assemblies in the region to change the fortune of their constituents through jobs creation.
He explained that job creation was the whole concept of decentralization through proper planning, coordination and judicious use of the resources available at their disposal.
The Regional Minister said this at the signing of 2022 Performance Management Agreement between the MDCEs and MDCDs during a short meeting in the Conference Hall of the Regional Co-ordinating Council.
He advised the entire management of the Municipal/District Assemblies to take development issues seriously by engaging their developmental partners and directing them to invest in critical areas that can transform the fortune of the people and generate revenues for the assemblies, “It is not a matter of doing or signing things on paper and putting them on self but it is committing yourselves in your various districts and I think that is your core mandate” he emphasized.
Hon. Yakubu said the performance Agreement have come to stay in public service as a means of eliciting accountability from duty bearers and it has become the hall mark of the entire performance management system as it ties in the performance of all staff and those with leadership.
He encouraged the municipal and district assemblies to endeavor to rise above the challenges and devise innovate ways in meeting the service needs of citizens under their respective jurisdictions, adding “it is when we are able to go around constraints and serve people that we stand out for recognition”.
The Chief Director of the Upper East Regional Coordinating Council, Alhaj Mahammad A. Azonko said since its inception the performance agreements consists of seven (7) thematic areas includes, General Administration, Human Resource Management, Financial Management and Reporting, Infrastructure, Social Service Delivery, Economic Development and Environmental and Sanitation Management.
He added that the assessment Of Metropolitan and Municipal and District (MMDAs) is done half year and at the end of year but the last exercise happened in 2019 for the year2018 and contracts were not signed in 2019 due to some technical challenges at the Office of Head of Local Government Service (OHLGS).
